How can I force my MS Surface display ON via script or command when a camera detects motion?

I'm working on making a monitor for my cameras, but if the display stays on constantly, I worry about burnin and wear. So I have it set to turn off the display eventually (pretty normal for a tablet/laptop), but the computer's not OFF (just the display).

I can have the camera software launch a batch file or powershell when it detects movement, but I need one that will force the screen back on. Apparently no one is doing that because I can't find anything for that. Everyone is trying to find ways to turn the screen OFF (but I want it on). Help?

I'm using AgentDVR for my cameras. This is all on local network - no Internet.
