I'm trying to set my laptop Wi-Fi onto my mobile hot-spot to metered connection, But Cost state is "Not Available" and I want to change to "fixed" (metered).

BTW. The Settings UI that shows Metered Connection slide-button will not keep/stay on. (pic1) It shows it "On" but if I exit and come back it is Off. Also if I click "Set a data limit..." it goes to Network Status (pic2) and nothing on that page go to or allows a limit setting. -_-

I do have only IP 4 and 6 enabled in Network connection properties.(pic3)
